Ohio County Schools Personnel To Receive Training on Metal Detectors
WHEELING — Ohio County Schools personnel are scheduled to be trained in how to use the new metal detectors coming to Wheeling Park High School.
Assistant Superintendent Rick Jones informed board of education members the metal detectors are expected to arrive next week.
“They will train us in the classroom setting on Thursday (Feb. 20),” he said. “Then we will go live with them on Friday (Feb. 21) at the high school with all the kids coming in and use them at the beginning of school.
“We can use them at athletic events and move them around when necessary. I’m so excited to get those up and running.”
Board members voted Dec. 9 to purchase two metal detector systems from Lauttamus at a cost of $48,438.
In other safety-related matters, Jones noted he and Nicole Shepherd, behavioral specialist for Ohio County Schools, have created a “safety checklist.”
Over the next two weeks, the pair will sit down with principals and school resources officers at each county school to discuss the list, and determine what changes the school might have to make certain the building and those inside are the most secure.
“We’re probably also going to interview a few students, just to make sure they are aware of a few things,” he said. “This will make it nice because we can go through this with everybody and make sure we are all on the same page and they have everything in place.”
Students will be asked if they know about the “Stop It” app, and if they know where to go if there is an issue they need to report. They also will be asked if they know what to do if somebody wants to come in the door behind them.
“It’s just about keeping safety on the front of everybody’s mind,” Jones continued. “Hopefully, when we talk we will be able to identify different areas that need improving in different schools.”
Jones added he recently conducted interviews for the employment of two school security officers. They are now undergoing required background checks. If both are hired and accept the positions, all school buildings in Ohio County Schools except two would have their own school security officer, he noted
Bethlehem and West Liberty elementary schools would continue to share an officer for now, according to Jones.

AT&T Mobility Network Outage Report
On July 22, the FCC’s Public Safety and Homeland Security Bureau (PSHSB) released its “Report and Findings” six months to the day after the February 22 outage of the AT&T Mobility LLC network. The FCC introduced the event by reporting that “On Thursday, February 22, 2024, at 2:45 AM Central Standard Time, AT&T Mobility LLC experienced a nationwide wireless service outage that lasted at least twelve hours. The outage affected users in all 50 states as well as Washington, D.C., Puerto Rico, and the U.S. Virgin Islands.” Based on information provided by AT&T Mobility, all voice and 5G data services for all users of AT&T Mobility were unavailable as a result of the outage, affecting more than 125 million registered devices, blocking 92 million voice calls, and preventing more than 25,000 calls to Public Safety Answering Points (call centers). The outage also cut off service to the devices operated by public safety users of the First Responder Network Authority (FirstNet). Three minutes before the outage, a single AT&T Mobility employee placed a new network element into its production network during a routine night maintenance window in order to expand network functionality and capacity. The network element was misconfigured. Full-service restoration took more than 12 hours as device registration systems were overwhelmed with high volume requests for network re-registration.
The FCC’s report on AT&T’s February 22 nationwide outage found much to fault both in how the event occurred and AT&T’s recovery process. The report found that all FirstNet users were impacted, as were 911 calls and Wireless Priority Service. AT&T then had to “correct” what it first said was the impact on FirstNet users of the recently reported “illegally downloaded” customer call information data. The company had said most FirstNet call information was not exposed. It then announced that nearly all FirstNet data, like that of the rest of its cellular customers, had been exposed.
Not surprisingly, the PSSA, FirstNet, and AT&T have been quiet in recent weeks while opposition was expressed by UTC, Edison Electric Institute, National Rural Electric Cooperative Association, a number of small public safety entities, and Open Technology Institute/Public Knowledge. The latter is viewed as having some influence on the Democratic Commissioners in particular.
EWA’s Take – Most organizations have experienced the horror of having their IT departments report that there was a network collapse due to “insufficient controls to mitigate the effects of a configuration error.” IT jargon which best translates to “we messed up!” Remedial activities in the future will include peer testing, better controls, lab testing and additional safeguards to ensure approvals of network changes.

Last July Motorola Solutions acquired Noggin, a global provider of cloud-based business continuity planning, operational resilience and critical event management (CEM) software.
Noggin’s software helps enterprises and critical infrastructure anticipate, prepare for and efficiently respond to incidents. The company’s integrated platform offers flexible workflows and checklists, built-in maps and situational awareness dashboards to help streamline incident management and strengthen business resilience. With a single, easy-to-use interface, Noggin’s software enables response teams to communicate directly, follow unified procedures and view the same operating picture during everyday incidents or emergencies.
Motorola Solutions has decided to retire its Ally Incident Management platform and replace it with Noggin Security Solution for several strategic reasons:
End-of-Sale and End-of-Life Policy
- Motorola announced that Ally Incident Management will no longer be available for sale as of July 1, 2025. The platform will be supported only through the end of contracted terms. After that, renewals will require special approval.
- Noggin has been explicitly identified as the successor platform to handle customers’ incident management and operational resilience needs going forward.
Enhanced Capabilities & Broader Scope
- While Ally focused on basic incident tracking and security dispatch for private security firms, Noggin delivers a comprehensive Critical Event Management (CEM) and business continuity platform.
- Noggin's cloud-native system includes checklists, mapped situational dashboards, workflow automation, risk planning, and real-time coordination—features beyond Ally’s functionality.
Strategic Fit within Motorola’s Ecosystem
- Noggin aligns with Motorola’s broader vision of a connected safety ecosystem—integrating with video, radio, analytics, and resilience technologies to enable a unified incident response environment.
- This reflects Motorola’s evolution from device-centric solutions (like radios) to a holistic platform-centric operating model.
Operational Resilience and Industry Recognition
- Noggin has been recognized as a leader in Verdantix’s Green Quadrant for Operational Resilience Software due to its functionality, flexibility, and user-friendly design.
- Motorola’s acquisition of Noggin (July 1, 2024) underscores their commitment to delivering advanced, enterprise-grade incident response software.
The shift from Ally to Noggin represents a natural evolution—from a straightforward SaaS dispatch tool to a sophisticated, integrated platform designed to manage incidents, coordinate teams, and ensure operational continuity. Noggin expands Motorola Solutions' ecosystem and equips organizations with advanced tools to respond proactively to a wide array of risks and disruptions.
Introducing Your New Bodyguard:
The V200 Body Camera
Safer workplaces start with people. Empower and protect your employees with the V200 body camera, intuitive and designed with escalation options.
Motorola Solutions recently unveiled the V200, a body camera designed specifically to help protect frontline workers in stores, hospitals, hotels, schools and stadiums. Workers in these settings regularly face safety concerns -- from unwelcome behavior to theft and medical emergencies -- and the V200, with its GoLive Audio safety feature, offers a direct connection to help.
The V200 body camera is a discreet, lightweight addition to a worker’s uniform. The recording feature can be activated with the push of a button to document a situation, which also serves as an effective deterrent for unwanted behavior. In more serious scenarios, such as medical incidents or crime, activation of the GoLive Audio feature can engage security personnel or a supervisor, who can access live video and audio and interject via the camera's speaker. This kind of immediate intervention allows the frontline worker to focus on the situation while directly getting support.
“Industries like retail, healthcare, hospitality and education are recognizing the value of body cameras to improve safety for their workers and those they serve,” said Jeremiah Nelson, corporate vice president, Command Center Software and Evidence Products at Motorola Solutions. “In these environments, feeling safe at work is key. The V200 was purpose-built to give frontline workers peace of mind on the job, offering proactive and immediate assistance when and where they need it.” As a leading provider of enterprise security technology solutions, Motorola Solutions explored worker sentiment related to body cameras in its 2024 report on retail worker safety. It found that more than a quarter of workers have considered quitting their jobs due to safety concerns, about half of workers think body cameras could make them feel safer and the majority believe body camera recordings could aid in investigations. In the U.K., where body cameras are more widely adopted, 70% said body cameras are effective in de-escalating dangerous situations.
“When people feel safe, they can be more focused and productive,” said Dr. Reed Hayes at Loss Prevention Research Council. “ Body worn cameras are an investment in employee safety and morale which can have a direct and positive impact on team efficiency and the overall work environment.”
